What the official rules say
Singapore · work-pass employer obligations
The Ministry of Manpower distinguishes Employment Pass, S Pass and Work Permit holders. Start with your actual pass and employment contract, not a single rule for all foreign residents.
Employment Pass — no mandatory employer medical insurance
MOM says employers are not required to buy medical insurance for Employment Pass holders. An employer may still provide it under the employment contract. Check your benefits rather than assuming either no cover or comprehensive cover.
The employer must buy and maintain medical insurance covering inpatient care and day surgery, including non-work-related conditions, with at least S$60,000 annual claim coverage. The employer cannot pass the insurance premium to the worker. This is a statutory minimum, not a promise of outpatient or international protection.
The employer medical-insurance requirement covers inpatient care and day surgery, including non-work-related conditions, with at least S$60,000 annual claim coverage. MOM describes a qualifying existing-plan exception for a Work Permit holder who also holds a Dependant’s Pass; check that exception with MOM rather than assuming it applies.
For the relevant policies, renewals or extensions starting on or after 1 July 2025, MOM specifies direct insurer payment to hospitals upon claim admissibility. This is not universal cashless outpatient care or approval for every hospital visit. Ask how admissibility, exclusions and payments work under your actual employer plan.
Ask HR for the actual insurer, annual limit, exclusions, outpatient benefits and family enrollment terms.
Confirm what happens to cover when employment or pass status changes, before cancelling personal protection.
Compare overseas treatment, home visits, approved evacuation and continuity of cover separately from the employer minimum.
Does the S$60,000 minimum mean comprehensive international health cover?
No. It is the minimum annual medical-insurance coverage specified by MOM for these worker categories, covering inpatient care and day surgery. Routine outpatient treatment, dependants and treatment outside Singapore need their own written benefit checks.
Does an Employment Pass guarantee employer health benefits?
No. MOM does not require employer medical insurance for EP holders. Read the employment contract and current benefit schedule; personal cover remains a separate decision.

Public, employer and private healthcare
In Singapore, ask the relevant public-health or employer scheme which services and subsidies apply to your residency category and dependants. A right to enter or work should not be treated as confirmation of healthcare benefits.
Find care where you will actually stay
Confirm the specific hospital, specialist and outpatient clinic under your exact plan. Ask whether referrals or panel providers are required and whether medicines, scans and follow-up visits use separate outpatient limits.
Emergency and evacuation planning
Keep the assistance number and a backup payment method available. Ask whether eligible care at a non-panel facility is reimbursable and how transfers or treatment outside Singapore would be authorized.
Seek urgent medical care without delaying for approval. Save the locally confirmed emergency number and insurer assistance details. For planned transfers, use the insurer's approval process; repatriation is not automatically transport to your preferred country.
Typical relocation and visit scenarios
Scenario 1 · questions, not eligibility decisions
A new employee: obtain the employer schedule, start date, panel rules and dependant enrollment details before comparing a personal plan.
Scenario 2 · questions, not eligibility decisions
A family arriving with children: identify routine paediatric care and ask how vaccinations, dental and medicines are treated.
Scenario 3 · questions, not eligibility decisions
A regional business traveller: check visits outside Singapore and the distinction between IPMI and travel-loss benefits.
Scenario 4 · questions, not eligibility decisions
A temporary visitor: confirm eligible trip duration and payment at your intended provider without assuming resident subsidies.
Questions specific to your care plan
Must a GP referral or panel provider be used for this specialist?
Does inpatient direct billing also apply to outpatient consultations?
What happens to personal or group cover if my employment or residence changes?
Destination insurance questions
Can a newcomer assume public or employer cover starts on arrival?
No. Confirm the responsible scheme, status, enrollment, start date, dependants and charges. Build the check around your Singapore neighbourhood and regional business trips; this page does not establish personal entitlement.
Will my private hospital visit be cashless?
Verify the exact plan, branch, service and approval. A country-wide or brand network label is not a guarantee. Inpatient and outpatient arrangements can differ, and deposits, copays or excluded charges can remain.
Should a resident and a visitor buy the same type of cover?
Not automatically. A resident may need routine and continuing care, while a visitor may seek unexpected trip protection. Compare actual dates, public or employer benefits, accepted medical history and maximum trip duration rather than stay length alone.
Can I choose an evacuation destination or rely on a visa rule here?
No. Transport depends on the assistance team’s medical approval, destination and contract terms. Passport-specific rules, mandatory limits and emergency numbers remain unknown here until supported by appropriately scoped official evidence.

Travel insurance
For a short trip, travel cover is designed for unexpected events; check its terms. This is a category to discuss, not a recommendation. It is not a live visa or entry eligibility check: rules depend on your passport, purpose and exact travel dates, which only the official authority can confirm.
Confirm Singapore entry and visa rules with the official agency for your passport (choose your passport issuing country above), holiday, 30 days and your intended travel dates. This checklist does not determine visa eligibility.
Check passport validity, arrival forms, dependants, work permission and any insurance condition for the exact visa or entry category.
Ask the relevant public-health or employer scheme about your eligibility, enrollment date, charges and dependent benefits.
For a short trip, travel cover may address eligible unexpected events. Check routine-care needs, medical history, activities and maximum trip duration before deciding it is adequate.
Verify preferred providers, authorization, assistance contacts and evacuation terms for your itinerary.
Provide your exact travel dates to official agencies. The details above only organize questions and preselect a request category; they do not make a coverage recommendation.
