What the official rules say

Hong Kong SAR · Hospital Authority public charges

Hospital Authority fees effective 1 January 2026 distinguish Eligible Persons, Non-eligible Persons and non-subsidised charges. The examples below are public-provider reference charges in Hong Kong dollars, not insurance premiums or private-hospital estimates.

Who is an Eligible Person?

Section (B) includes HKID holders under the Registration of Persons Ordinance, except holders whose underlying previous permission to land or remain has expired or ceased to be valid; Hong Kong-resident children under 11; and other persons approved by the HA Chief Executive. An HKID must be considered with the stated immigration exception; being a tourist or holding a foreign passport does not establish this category.

Eligible Persons — A&E HK$400; acute bed HK$300/day

A&E costs HK$400 per attendance. Patients triaged Category I (critical) or II (emergency) are fee exempted. An acute general inpatient bed costs HK$300 per day. Other service categories and additional items have their own charging rules. Effective 1 January 2026.

Non-eligible Persons — A&E HK$2,100; inpatient HK$7,400/day

People outside the Eligible Person definition are Non-eligible Persons. A&E costs HK$2,100 per attendance; general-hospital inpatient care costs HK$7,400 per day. These figures are not all-inclusive bills; other treatment categories and further fees may apply. Effective 1 January 2026.

Public access is not private direct billing

HA also identifies privately purchased medical items and self-financed drugs outside standard charges. Private hospital access, room-category limits, deposits and insurer direct billing must be checked separately. A public charging category says nothing about your private policy’s network or claim acceptance.

Practical insurance implications

  • Ask the public provider which charging category applies and which items are outside standard charges.
  • If choosing private treatment, verify the exact hospital branch, room entitlement and authorization requirements.
  • Compare outpatient diagnostics, medicines, non-network emergency claims and treatment outside Hong Kong in the policy wording.
Does a foreign passport mean Non-eligible Person?

Not necessarily: apply HA’s identity, immigration and resident-child criteria, plus its approved-person category. Nationality alone is not the definition. Ask HA to assess your documentation.

Are the listed daily charges a private hospital budget?

No. They are selected HA public-provider charges effective 1 January 2026 for distinct patient categories. Private hospitals and additional chargeable items require separate estimates and policy checks.

Terms may change. Confirm your immigration status, sponsorship, dates and applicable category with the authority; obtain accepted policy terms in writing.

Public, employer and private healthcare

For Hong Kong, confirm public-service eligibility and charging category with the relevant health authority or provider. Visitor and resident arrangements must be checked separately; an identity document does not by itself establish the benefits of a private policy.

Find care where you will actually stay

Ask about public/private pathways, the exact private hospital branch and room category. Confirm direct billing and any consequences of choosing a higher room category, including whether associated medical charges are reduced on reimbursement.

Emergency and evacuation planning

Keep local emergency-care and insurer-assistance details accessible. If you expect treatment or travel in mainland China or elsewhere, verify geography and provider arrangements separately rather than assuming Hong Kong cover extends automatically.

Seek urgent medical care without delaying for approval. Save the locally confirmed emergency number and insurer assistance details. For planned transfers, use the insurer's approval process; repatriation is not automatically transport to your preferred country.

Typical relocation and visit scenarios

Scenario 1 · questions, not eligibility decisions

An employee: compare the employer room category, annual limits and specialist access with any personal gap.

Scenario 2 · questions, not eligibility decisions

A family: check paediatric outpatient benefits, maternity waiting rules and newborn enrollment independently.

Scenario 3 · questions, not eligibility decisions

A resident visiting mainland China: verify territory, the specific provider network and planned versus emergency care.

Scenario 4 · questions, not eligibility decisions

A visitor: identify eligible urgent care and payment arrangements without assuming resident public charges.

Questions specific to your care plan

  • Can a room upgrade reduce reimbursement of other hospital charges?
  • Which private branch and specialist accept my exact plan for this treatment?
  • How does the contract handle mainland China or home-country visits?

Destination insurance questions

Can a newcomer assume public or employer cover starts on arrival?

No. Confirm the responsible scheme, status, enrollment, start date, dependants and charges. Build the check around your Hong Kong district, preferred private branch and visits elsewhere; this page does not establish personal entitlement.

Will my private hospital visit be cashless?

Verify the exact plan, branch, service and approval. A country-wide or brand network label is not a guarantee. Inpatient and outpatient arrangements can differ, and deposits, copays or excluded charges can remain.

Should a resident and a visitor buy the same type of cover?

Not automatically. A resident may need routine and continuing care, while a visitor may seek unexpected trip protection. Compare actual dates, public or employer benefits, accepted medical history and maximum trip duration rather than stay length alone.

Can I choose an evacuation destination or rely on a visa rule here?

No. Transport depends on the assistance team’s medical approval, destination and contract terms. Passport-specific rules, mandatory limits and emergency numbers remain unknown here until supported by appropriately scoped official evidence.

Travel insurance

For a short trip, travel cover is designed for unexpected events; check its terms. This is a category to discuss, not a recommendation. It is not a live visa or entry eligibility check: rules depend on your passport, purpose and exact travel dates, which only the official authority can confirm.

Your checklist

  • Confirm Hong Kong entry and visa rules with the official agency for your passport (choose your passport issuing country above), holiday, 30 days and your intended travel dates. This checklist does not determine visa eligibility.
  • Check passport validity, arrival forms, dependants, work permission and any insurance condition for the exact visa or entry category.
  • Ask the relevant public-health or employer scheme about your eligibility, enrollment date, charges and dependent benefits.
  • For a short trip, travel cover may address eligible unexpected events. Check routine-care needs, medical history, activities and maximum trip duration before deciding it is adequate.
  • Verify preferred providers, authorization, assistance contacts and evacuation terms for your itinerary.

Provide your exact travel dates to official agencies. The details above only organize questions and preselect a request category; they do not make a coverage recommendation.
